Sasuke was planning to execute the 5 Kages bring in his own version of what he calls peace. He was looking to be the strongest one but realized that all that was left was Naruto since no one else was on his level. He wanted to create what the ideal of Hokage meant to him but by doing that he had to eradicate the current version of peace and the 5 Villages. He was basically looking to build his own version of the world but failed when he lost to Naruto at VOTE 2.

Sasuke was looking to become the sole target of hatred in the world. by killing the kages. Sasuke would also destroy the bijuu (which ppl often fought over) and get rid of all other sources of darkness in the world. With the world united against Sasuke they would be at peace with each other and Sasuke would work from the shadows and solve the world's problems.

I guess in a nutshell he thought that u can create peace by having all nations focused on killing one enemy which would be sasuke

OT: His plan was to become a universal enemy. A reason for everyone to unite, unite against him and him alone. This is what he meant by a Hokage in the shadows. Exactly like his older brother.

He wanted everyone to unite against him instead of using ideal logic and having everyone team up together to solve world problems much like they are currently doing now, which is the ideal thing to do. Like I stated then, the revolution plan was idiotic.
