Sasuke's plan was not only the best but it would've also given Kishi a legitimate reason to extend the manga series without any necessary asspulls.

Imagine watching the new gen trying to overthrow his regime (alongside Naruto), it would've had all the necessary dark elements that made part 1 so enjoyable.
