It isn't just the names that are different, though. One is S-ranked, while the other is A-ranked.
While it is true that rank pertains to jutsu difficulty (how hard it is to learn / perform), not power, they are the same exact technique; why would one be more difficult to use than the other if not for it being more powerful?
If that were the case, it should have been enough to give Raikiri a separate paragraph, or at most, a separate entry. No point in giving it an entirely new rank for no reason.

I don't know that there is a specific detail, but again, the manga exists wholly & completely w/o the perspective of databooks or ''fanbooks'' as they are also called...

The databook and the fanbooks are two different things.
I'd like to see where you got that A-rank means its the highest level while S-ranked means its only unique (i.e. not pertaining to difficulty).
