I think Kuruma only mean't that he gathered more then he thought he had and so he sent that to Naruto, Don't think that has anything to do with weather it was enough or not enough to beat Sasuke.

Bad translation was bad. Kurama said "around" not above ground. Big difference in the Japanese manga (I live in Japan and read some Japanese)

Snap some I just realized that some people on the base really live in Japan lol. You're so lucky you will be able to see the movie in theaters when it comes out

It's vague what Kurama means by too much, but I think what he means is "enough to stop Sasuke, but not enough to kill him". The way Kurama said it in the Japanese text.. it implies he was at his physical limit for holding senjutsu chakra.
