no it's not PS it was never stated anywhere that when Madara wrapped Susano around Kurama that it was the perfect Susano. Seriously at least what until it is confirmed for sure. But from what I have seen it is just the final form before PS not PS.. So get off Sasukes nuts for a minute...
If you want to be technical about it, it also was never stated to be an improved form of FS. But atleast I have evidence to prove my statement. As for you only have pure assumption and nothing solid to back your thesis.
As I stated the sword, mask, and armor are different from his FS.
If we look at Kurama wrapped in Madara's PS

Looking at both pictures you see that the mask, armor, shoulder pads, and sword are the same. This gives proof of Madara's PS being modified when he wraps it around kurama and not proof of a improved form of FS.
Now look at Sasuke wrapping his susanoo around Kurama

As you can see the shoulder pads and mask are similar to Madara wrapping his PS around kurama. So based on this, Sasuke wrapped his PS around kurama.
