Sasuke is smarter as Naruto their is no doubt. But do not forget on thing when Itachi killed his family Sasuke awakened Sharingan. He was also trained by the Uchia´s before they got killed. He was 8 year old.
So what Sasuke is so got thanks his sharingan and his Uchia blood.

Naruto inherited the Uzumaki blood, but he was not trained by his clan. And he could not use Kurama chakra at that time.
