Maybe to get rid of the bijuu. He tried burning them all down when they were in the juubi, and he might think that they are they reason behind a lot of the wars. Although it would probably have to be something that Hagoromo found acceptable so that reduces the probability of my theory haha.

I guess so. I think He just wants to be in a position where he can change laws and rules to create peace (or what he thinks is peace). Unlike Naruto, I don't think it is for the betterment of the village and its people.
