But Sasuke doesn't care- he is putting up the "for the people, but without them" attitude. He thinks he knows better what's good for them ,than they themselves. It never works out. He is not better than Madara and Obito who went against the whole world. A hokage is someone who is accepted by everyone, as Itachi said. Sasuke is just trying to force his will on people.
