Sasuke was actually saying that he didn't have any real friends. Naruto was the closest to that.

Ikr. Sasuke isn't immortal. Even if his plan were achievable, and it's not, it would all fall to ruin after his death. His plan is so short sighted and for him not to notice that is crazy. And that's not even talking about the major points of his dumb plan.

I think it makes sense. By Killing all the kages (The strongest members in the shinobi world) and killing all the tailed beasts, Sasuke ensures that there is no way anyone would be able to have enough power to get corrupted. Making sure that after his battle with Naruto he is the only strongest living being.

Basically he will play god, from the shadows.
