that's not sasuke. It's one of the henchman. In the trailer further where Naruto fights with henchmen, they all are wearing the same outfits.
Also that bird doesn't looks like a hawk to me, seriously. i saw it many times in that pic. it's the wings and tail which aren't hawk-like.

Power isn't everything. Killer Bee was able to overload Sasuke's Sharingan with his several swords and unpredictable attack patterns.
