Kurama was referring to Sasuke's chakra control being on Hagoromo's level, as Sasuke was able to manipulate the separated chakra of the Tailed Beasts. That doesn't mean he has Hagoromo's strength.

It would be debatable. Raikage was able to break through Sasuke and Madara's Susano'o. Considering Raikage and Killer Bee need to be matched in strength to perform the Double Lariat properly I'd say Bee could do it.

In fact, Bee even overwhelmed Raikage with his Lariat.

I'd give them credit if they actually put up more of a fight. But they were just scrambling around to save Sasuke.
