Both Naruto and Sasuke were given the Sage's power. I don't know where all these people get that he is only giving his power to Sasuke.

If Sasuke gets the Rinnengan and Naruto doesn't, I will be extremely interested to see what Naruto gets to equal that, because it has to be something of than the Bijuu since Naruto already had their power with out Hagoromo's help.
