Maybe he can make more than 9, probably waaaay more, but he cant compare to Naruto when it comes to quantity of KG. Not to mention that Narutos massive charka allows the clones to use every jutsu from originals arsenal. So no, I wouldnt say Sasuke is better when it comes to this techniques.
