Anyway, I would say they're both about the same power level but RS is much more versatile. So RS wins.

but overall i would choose rs because you can spam it and its deadly and wide range.
naruto can do like 10 rs before 1 kirlin

One little question: If the RS is aimed at the clouds properly wont the clouds disperse? Also to prepare Kirin one has to shoot many katon at the sky..... So how can one shoot katons at the sky and dodge RS at the same time?

i'd say rasen shuriken not because it's more powerful but because it has more advantage ,naruto can use rasen shuriken whenever he wants and it'll still have the same power , of course sasuke can also use kirin whenever he wants to but it won't be always as much powerful as reasen shuriken cuz it depends on the location and especially the weather,imo the rain is what helps kirin to be that much powerful just like in sasuke vs itachi fight.

So it seem the consensus is that:

Kirin:
Advantages: Looks pretty cool, theoretically powerful (cause it broke rocks ... and stuff ...)
Disadvantages: Takes a huge amount of prep time if no random thunderstorm appears, you better hope the opponent doesn't have a defense they can ready while your lightning dragon is forming in the sky above them.

Rasenshuriken:
Advantages: Looks pretty cool, you can throw it, damages on the cellular level (including chakra channels and whatnot), doesn't take a lot of prep time, spammable, expandable.
Disadvantages: Can be dodged (so hopefully you've already planned for that), doesn't hurt 3rd Raikage somehow (xd).

RS is more effective and has somewhat about the same damage as kirin. Also it takes much less time to prep and no weather conditions is needed to use.

Depends on the type of battle, in which each jutsu would be the most useful.
Kirin is more destructive than RS in terms of raw power, but RS damages the body on a cellular level.

1v1, I would say RS.

Against multiple opponents, it would be Kirin.
