Sasuke's Hokage Ideals Foreshadowed from the Start?

Foreshadowed from the time the name "Kage" (for Hokage, Raikage, etc) was coined? Sasuke keeps saying that he plans to rule the village "from the shadows." The Japanese word "Kage" means "shadow."

Actually, I'm usually not the kind who thinks thinks this way. In this case however, writers often create an outline of their main plot points with the ending being one of them.

Kishi secretly views Sasuke as the main character of the series. Hence why he gives him all the cool fights, the best designs, the most development, etc. He made Naruto the main character (but only in name only) due to his aryan-esque appearance, feeling that this design would attract a broader appeal (Western audiences would be interested). He mentioned this in a jump festa interview but I can't remember when. Google it.
