Is Sasuke's genjutsu at the level where he can freely manipulate time and space, or is that strictly a tsukuyomi thing?

It's a Tsukuyomi thing but Rinnegan powers give him the ability to master any technique so height be able to learn any Sharingan jutsu since he has the KKG to do so

Nope, the one above is referring to all jutsu and Orochimaru himself said the same thing about Sasuke after years of experiments. Sasuke can learn any jutsu but needs the Kekkei genkai to learn Kekkei genkai techs, Tsukuyomi is an MS feat and he has MS

The chapter Jiraiya and Orochimaru are fighting with their summons and Tsunafe is fighting with kabuto. He says Sasuke has the talent to learn any technique in the world, then in the flashback where he was caught by Hiruzen he says he wants to learn all the jutsu that exist. He studied Uchiha and Senju DNA because he wanted to be like the Sage and he chose Sasuke because he knew he had potential to surpass Madara's level and unlock Hagoromo's potential
