Nope.. That average Uchiha genjutsu Sasuke can use... The only genjutsu underrated is Shisue´s genjutsu... It's the most powerful beside Eternal Tsukuyomi

Don't worry but that's not Izanagi . It's Sharingan genjutsu. That's the way he found out where Nagato's body was hidden. Look at Konan eyes and face. Also he used it on Yagura

Sasuke has shown the same ability. He controlled a kumo nin into telling him where Bee was.
Also, Cee is a genjutsu expert. Its just that compared to Uchiha, everyone else comes off as average.

Sasuke is scary with the Genjutsu though, but its not really his type. Plus, his genjutsu has now gotten stronger since his Rinnegan is the key to deactivating Infinite Tsukuyomi, which means that he can use IT at will.

It is definitely underrated especially in the VS section. Sasuke has used genjutsu against:
-Team 7 in early shippuden
-Orochimaru
-Deidara
-Itachi
-that fodder before fighting B
-B
-C
-Danzo (twice)
In almost all his major battles in shippuden he's used genjutsu. It is an integral part of his style of combat.

Also he's shown superior defensive skills when he broke out of tsukuyomi and shielded team 7 against IT.
