I thought it was odd at first as well as many of you. I thought about it and realized Sasuke's has a single, full Rinnegan, because it can only be full in the form of one eye. If you look at both the juubi and Kayuga, they both only have one Rinnegan with tomoe. My theory is that the reason why both Madara and the sage have different, incomplete rinnegans is because its powers have been split into two separate eyes.
