Sasuke's eye powers finally came back?

So if Sasuke's eye powers have "finally came back" why doesn't he have his EMS design in his right eye? Is this an art mistake? Or is his right eye not 100% yet? I didn't understand why Kishi just have him his MS design and not his EMS design? Will that be another upgrade later on?
