There's virtually no difference between MS and EMS. They're practically the same stage of Sharingan

Inactive -> 3 tomoe -> MS/EMS (Mangekou Sharingan is an umbrella term that includes EMS) -> Rinnegan --> ???

You can't switch to MS from EMS because EMS is MS!

the EMS is just your chakra fusing with your brothers eyes, and the new pattern emerges..
You can't change from EMS to MS, cause your MS was lost the moment you threw away your eyes, and took your brothers..

EMS is just an 'Eternal' MS, the user can't switch back to the regular sight-consuming MS.

I am not saying U can level up or down your tomoes at will Im sure once they are there you cant make them go away,, u just missed a level saskue got his 3rd tomoe when he fought naruto with the fox cloack the first time. valley of the end

And it's not the first time this happens. During all the Itachi + Sasuke vs Kabuto arc, not a single time did we see the EMS, only simple MS. It's like Kishi has just given up drawing it....
