Nobody knew of Obito possessing Kakashi and bring blessed with Rikudo chakra and Obito DMS Kamui Hax.
Everybody was shocked when Kakashit bust out of nowhere and used PS (plothole supreme). He also saw how Madara used Susano'o with no eyes making him most likely assume that having the eyes previously was enough. True he could assume a higher power was at work, but who could assume that a man who was turned to ashes could come back from the afterlife, just like Ashura, Indra, and Hagoromo all of these people who pulled it off before were Gods or Demi Gods and referred to as myths to modern shinobi. Believing Obito to be capable of such a feat because of Plot Shield Hax (PSH), is too farfetched, even considering what had just happened.
