To premise what I am about to say I want to elaborate on what I think Sasuke's ideals are:
Sasukes family was killed. The decision to kill his family came from the Konoha council, to a degree, but mainly Danzo. But Itachi was the killer, he was more than just a killer though. He was the face of the crime. As long as he was alive everyone else was safe because he had Sasukes hatred. To Sasuke no one else was responsible other than Itachi.
The ideology is that, with Sasuke as Hokage he would force new policies on people that would bring on peace, whether they liked it or not. In this peace he would bear their hatred and resentment. But he would give them focus, the fighting between the 5 nations would cease as their focus would be on Sasuke much like Sasuke didnt lash out towards anyone else but was focused on Itachi as his enemy or like the Shinobi Alliance was made when the greater enemy of Madara appeared. In a sense you can say the enemy of my enemy is my friend, and as long as Sasuke stood their as a hated hokage then everyone else would be friends as long as they hate him.
Upon his death he would probably place this burden on another Hokage. This also speaks to what Asuma was talking about earlier on in the manga. Who is the king? To him the people were the king and thus were responsible for their actions, the Uchiha are responsible for their actions as a people. But imagine if just Sasukes father, the leader of the Uchiha, were their king? Would the entire village have died? No, the king would have taken responsibility and he would have been punished.
If a single man is the king, he not only bears the hatred, but the responsibility, and as long as he lives, no one else needs to die, because they arent responsible, he is. With Sasuke being so strong he wouldnt die easily. And thus you have peace.
Naruto's Hokage resembles an Democracy, people depending on each other and responsible for each other, but can also be held responsible for their actions by each other.
Sasukes Hokage resembles an Oligarchy, people depending on a King who is responsible for them, and he is responsible for their actions as they are extensions of himself.
Ofcourse this only works on a large scale, Sasuke wouldnt be responsible for the actions of a single theif, but the actions of a lone theif wouldnt result in the extinction of an entire clan so...
