Was it any more powerful when he was in Hebi compared to when he fought Naruto at VoTE in part 1 or was he simply able to control it better and use it more efficiently?

I think it's fair to say that its power eventually grew quite a bit. After all, he split a meteor with it in The Last. However, it's unclear to me whether its power increased during the gap between part 1 and 2.

For the longest time i didn't think so, i figured regular chidori was like regular rasengan, if it clashed with another regular rasengan(regardless whose rasengan it is) it'd be the same stalemate. but i suppose unlike rasengan that has a visible change to it when it increase power (not including sage enhanced) chidori can just increase it's output. it just depends on how much chakra you put into it. and it's likely that older sasuke in the LAST had stronger and more chakra. so it'd make some sense as to how he destroyed a meteor. but then again.....it would be bad if he couldn't. heck BM naruto in the war arc could probably achieve that same feat. IMO

Anyhow, it's fueled by a more powerful Chakra. Otherwise, Sasuke's control over Chidori since the start of part II has been the same. He was maxed out on his Ninjutsu stats from that period anyway.

Yes it got stronger after the timeskip but not to the extent he got from VotE 2 to The Last though his chakra control was the biggest improvement he achieved during the timeskip as well as learning more Chidori variants.
