It was explained in the affinity training arc...if two jutsu of similar level clash(having a similar amount of chakra) the jutsu with elemental superiority wins.

but if a lower level jutsu clashed with a more chakra intense jutsu(Madra's katon vs the Shinobi alliance's Suiton) then even fire could defeat water despite having an elemental inferiority.

Kakashi who invented the Chidori said He did so because His Rasengan was weak compared to Minato’s Rasengan and He could not endow it with Elemental chakra. Naruto proved at the Hospital that His Rasengan was stronger than Sasuke’s Chidori and it led Sasuke to get jealous of Naruto and hear out the Sound Four about Sasuke going to Orochimaru.
