Madara beats him. Superior speed and strength along with the Gunbai and his scythe, which gives him an advantage in weaponry.

If there is no Raiton enhanced weapons, Sasuke stops at Madara.

Sasuke by feats is superior to Madara though, he knocked all of these people out without dealing a vital blow. They majority were wielding some form of weaponry. (Check spoilers).

This is not including the massive amount of speed and reflex feats Sasuke has.
