Why not he is the sons descendant. He inherited spiritual energy, chakra and eyes of the sage. So its natural for him to reach that level of the dojutsu.
just because nardo inherited lifeforce and being half uzumaki of that and hes only in theorybetween 1/12 And 1/6th sage doesnt mean Sasuke isnt leagues above him being pure descendant.

In addition it's stated that it has five basic abilities , and can be activated one at a time or all together. Though doing the latter can greatly harm the users body and mind. A unique feature of the, Yuraigan is that each of the origins has its own unique jutsu. When awakened the user gains an origin jutsu they are closest. When using the basic abilities of one of the origins, the users eyes will glow a different color.

Never seen this info before. I thought his eye was just undecided at the time, kishi not knowing how he wanted the rinnegan.
