Not really. Tobi said that Naruto was meant to stimulate Sakuke (to get stronger). Naruto wouldnt be able to do that if he was inferior to him, he has to be equal. Besides, Naruto is main character, get it through your head that in the end he will be superior.

tobi was intimidated by naruto.. trying reassure himslef by saying its not real , this was before BM btw
and kishi said in an interview from the time when sasuke gets MS they are equal whenever they make an appearence

Of course Naruto will convince Sasuke one way or other, becuase otherwise he would have to kill him. But Naruto is main character, hes meant to be the strongest one.

your forgetting that other than susanoo sasuke has a bunch of other moves like those fire dragons he used against itachi umm kirin like wow he has a lot of moves in his arsenal... think about all of his powers from the beginning... um chidori and the lightning sword thing plus he can control the tsukuyomi hopefully better than itachi...naruto can clone himself and use a couple rasengans lol fail

Just read the last interview with Kishimoto. In his mind they are meant to be equal. No to mention that at this point Naruto > Sasuke.
