Do you think that he'll get it back?

There hasn't been any shot of his left arm from the movie, so it may just be hinting that he doesn't get it back.

Definitely (unless he wants to keep his arm off for some reason). There are too many ways for them to get their arms back.

Juugo can give them parts of himself.
Steal arms from Zetsu.
Naruto might be able to heal it back like he did with kakashi's eye.
Biting karin will probably heal it back as well.
Wouldn't be surprised if Kabuto could replace Sasuke's arm too.
Sakura or Tsunade could probably take any arm from some dead person and give it to Sasuke.

If sasuke loses his arm for good he's gonna be a lot weaker. No more hand signs. He'll still be op but not as strong

I'm thinking he will not get his arm back. He can still form a mecha susanoo arm whenever he needs one though. Remember that one time Madara blocked something with that small susanoo arm? I'm sure Sasuke could do something similar and cast jutsu wiht it and everything.
