In the shinobi world, peace is bad for business. The NATIONS rely on the NINJA VILLAGES for economic stability. All that will happen by following Naruto's way is history repeating itself. Economic stress will eventually lead to the villages waging war again to generate income.
Revolution is necessary for everlasting peace. The system needs to be destroyed and rebuilt to a more sustainable one where economic interdependence and establishment of new ways to create an economy that can survive OUTSIDE of war for.
Lord Sasuke sees the big picture. I mean, what will all these ninjas do without war? How will they sustain themselves? How can the economic systems that rely on them for survival absorb them into society with nothing for them to do?
For the people who say he's doing the same thing as Nagato or that the best path to peace is reform, I say What Sasuke wants is NOT the same thing Nagato wanted.
Nagato wanted to wipe out all nations to make them fear war. Sasuke said nothing about destroying nations. He's just going to take control of them. By controlling the beasts and defeating Naruto he'll be able to revolutionize the system. Sasuke isn't an evil guy. It's not like he'll abuse his power--though he'll surely be harsh with those who threaten the peace. But he isn't seeking power for power's sake. He just wants to build a new, better system.
In the shinobi world where nations rely on war for survival, there is no picking apart components and putting them back together. Drastic moves need to be made. New economies need to be built. In such a world, it's not so bad to have one person controlling everything. WHY? Because of FACTIONS. Factions that seek to maintain the status quo. The kages who won't want to give up power lest their villages lose an advantage. SHinobi who say they want peace but are fed, clothed, and sheltered by war. Daiymos who rely on the ninja villages to maintain their power.
Taking things apart slowly won't solve these issues. THey need to be destroyed and a new system needs to be created from scratch. People fear revolution and we're taught in college that reform is the best way to do things. But that's not always the case. Reform keeps the powers that be in power and forces us to wait for THEM to be ready to change. Revolutions, however, is what gave rise to the world we have today. Though it's imperfect it's better than what we had in the past.
