Peace, as Itachi said is a subjective meaning, or atleast the terms of "good" and "bad". By killing the old Kage's and placing people with the same ideals as Sasuke, Sasuke believes that a new system can be created, a system that will bring peace and safety for all villages, including Konoha. That is his path to peace, at the death of a few, he will save millions, in the same manner as Itachi killed off the Uchiha to protect the people of Konoha. Sasuke is doing the exact same as Itachi, following Itachi's wishes his own way. Sasuke will protect Konoha. Sasuke will restore the Uchiha. Sasuke will bring peace his way. Those are the things he aims to do.

He never said he wanted to control everyone, he wants to be drastic with them. He knows full well that people won't change when forced to, he will show them his path and make the other paths look so bad that they will chose his out of free will. Then why assassinate by and large the hero of the war and all five leaders of the current villages (the kages in their sleep no less)? In my opinion, if he didn't want to take over the world and/or FORCE his ideals on everybody else, he wouldn't have taken the actions that he has up until now. He would instead work in tandem with Naruto and the kages to achieve peace.

Itachi killed his clan and even his parents because they posed a real threat to the leaf Village unlike the Kage who have only since this started fought to protect their own individual villages you cannot use that as an example when the Kage didn't start this war they only fought in it to defend themselves...

Sasuke's plan to remove the current Kage is no different to Madara who wanted to use IT to put everyone into a false sense of peace which isn't even real and to even have his plan work he needs people to believe in his revolution because without people like that how will he change the system when no one believes the way he's going about changing it? Naruto's generation e.g Shikamaru / Hinata / Choji they def don't care for him or his revolution neither would anyone in the leaf so all he has is himself and probably Karin Juugo and waterguy lol forgot his name to follow him into his new dream of reforming the Ninja System...

My qualm with Sasuke is not that he's not following Itachi's footsteps, but that he IS...Both are attempting to keep the peace in a dirty way that's not going to be effective. Itachi NEVER wanted Sasuke to follow in his footsteps because his footsteps are dirty and ineffective as well.

There's a threat to Sasuke's system as well, one that's more immediate because he will instill hatred in those who had ties with the kage and Naruto, both which he's trying to kill to achieve his new system. This is why it'll be more effective to augment/protect the new system that the kage's promised one another.

He wants to kill 5 kages, not destroy the village.
He does not want to kill anyone innocent which is why he suggested to go somewhere else to fight , so that there won't be any causalities.
