Correction , he could keep up with the Raikage lightning armor V1 but he couldn't keep up with V2.

D major reason why madara failed against hashirama was dat his sharinga cannot keep up with da speed and also, when minato was alive, no uchiha clan was able to be a contender due to d speed so itz not possible 4 sasuke's sharinga to keep up with dat speed.
