He wants to kill the gokage because the 5 kage each individually shat on him and he needed his teammates to even compete, plus obito and zetsu to save him. So now after all this time he wants revenge on them and plans to kill them in their sleep? Not even gonna give them a fair fight?

On a serious note though: it's obvious that the ninja world will never be the same, hell the 5 kage managed to unite tigether to fight a common enemy, all the power struggles between coutires have ended, hell! Kabuto's brother Urushi even asked a comrade from a different country to come home with him, it's clear other countiees understand each other on a deeper level. I don't see what Sasuke really wants to change, the problem seems to have resolved itself.

Sasuke killing the Kages will only lead to more hatred. People will want revenge for the execution of their leaders, and all of the uniting and working together and going to war will be for nothing. Yes he doesn't want the problem to arise again, however this is the first time all countries have come together as one to help, support and fight each other.
