I Sasuke seems to br alot quicker based off facts. Since kyuubi chakra enhance his speed he can fight Madara and Sasuke when they using full speed.

You can counter attack from Ameno. Momokinshiki did it and knocked Sasuke into a mountain. Naruto is good with reaction times. This was confirmed with Raikage fight. Since then his sensory abilities grew to be unmatched.
