In the fight that took place between Naruto and Sasuke at VOTE 1, Sasuke is shown to unlock his 3rd tomoe. He clearly says that he can now see the slight muscle movements of Narutos attacks allowing him to effectively counter them.
Where are all these people getting this idea of pre-cognition from?

Precognition (from the Latin præ-, "before" and cognitio, "acquiring knowledge"), also called future sight, and second sight, is an alleged psychic ability to see events in the future.[1][2][3][4]
He can't tell the future per se, he can only infer (with extreme efficiency and pinpoint accuracy) what will happen. It's similar to how Gai can know your next punch or next 100 punches. The Sharingan can detect very slight movement. A normal housefly can do the same which is why they're notoriously hard to hit.
