It's too early to say, but it's most likely Naruto, Naruto taught Konohamaru rasengan off panel, so teaching Boruto shouldn't be a problem.

maybe he taught him the concept, or maybe naruto did, Imo as long as bolt has the smarts to complete it sasuke wouldnt even need to know how to do rasengan in order to teach it to bolt, im sure you remember theory behind rasengan.

and to the guy calling it fodder and easy to learn.. its an A rank jutsu that took 3 years to create..it was stated to be the opposite of fodder and the opposite of easy to learn. Even without nature transformation, the Rasengan is still a powerful, versatile, and difficult technique to learn and master

Tbh I think Konohamaru had something to do with him learning it. Either taught him directly just like Naruto taught Rasengan to him or helped him learn it somehow.
