Sasuke has ninjutsu and decent shurikenjutsu (as showed at vote) to use as long range distractions. They are not much of a factor but they could be used to force rotation, not to mention that Sasuke has better reflexes than thanks to sharingan and that's maybe the reason why Lee couldn't charge at Neji at full speed since he wouldn't be able to block/dodge Neji's counter, while Sasuke can strike at full speed and still dodge Neji's counter

Which mean Logically his byakugan improved his reflex as it was proven that part 1 Neji can only react 7 birds but by the end of the fight, his byakugan improve his vision which he can see 8 birds.
