Indra's eyes are just Mangekyou Sharingan. Those "circles" are actually his MS. This thing around his eyes, it doesn't mean anything. Look at Orochimaru. He also got this purple this around his eyes, but they don't mean anything, right? It's the same with Indra. Sasuke most likely have the Rinnegan, since Kishi didn't show us his face this chapter, perhaps he's going to reveal it next week.
