Yes correct, this is just hypothetical. He is still himself, still Uchiha. But never had sharingan. For the sake of the story lets say they where destroyed when he was a kid and he replaced them with ordinary eyes. So now, what level is he?

I already said Minatos level. Oro said Sasuke surpassed him as a genius. The only people I can think of that surpass Oro in that department is Minato without dojutsu ofc.
