Gedo mazo was the juubi shell, juubi was revived and resealed, since Sasuke doesn't have any hashi or ashura chakra/DNA it's safe to assume he can't make it since when madara first summoned it, it was grown from some huge flower which would lead me to believe he required hashi's dna to do it. But I'm sure he can wrap susanoo around whatever he chooses.

And nope, once Naruto absorbs all the natural energy in the area, he stomps.
