He will never have two Rinnegan because his eye is a pre-mature RinneSharingan. If he becomes JuubiJin he will have the same eyes but with an extra set of tomoe in his left one.

Sasuke currently has the same Rinnegan power as JJ Madara but if he became a JuubiJin his eye power would logically be superior.

I doubt he'd become faster. Having more chakra certainly won't help much either in fights like these. A stronger Amenotejikara would be the only good perk but I doubt it'd make up for the gap between him and Momoshiki/Madara. He probably defeats Momoshiki without a second Rinnegan anyways.

His techniques aren't going to increase to a level far beyond what he's already at. EMS Sasuke would only beat MS Sasuke because of superior eyesight. Nothing suggests he's improved beyond that.

It's not a what if, he has one Rinnegan with tomoe and Sharingan powers, the only person to have that is Kaguya who's eye is a RinneSharingan.

In addition he has Kaguya's S/t which Madara doesn't. Everything indicates to Sasuke's eye being an evolved Rinnegan but not fully evolved RinneSharingan. If he becomes JuubiJin he unlocks all of Kaguya's powers without awakening a 3rd eye.

madara = indra + ashura + hagoromo. when he implanted hashiramas dna in his body the rinnegan awakaned (indra + ashura = hagoromo)
