I don't think that it is necessary for Sasuke to stop hating Konoha or forgive the leadership of Konoha to stop wanting to destroy it. He can still hate and be unforgiving and still be able to make the choice to give up on revenge. That's what Naruto did with Nagato. He couldn't stop hating him and he couldn't forgive him and he was still able to make a choice other than to kill him, based on wanting to honor Jiraiya's Will and him being named after a character in his precious first book and stuff.

This is just Naruto all over again. Naruto wanted to hear Nagato's story before giving his answer. Sasuke wants to hear the Truth before making a choice. The freedom that he will realize when he has the truth will probably be based on what he learns about Itachi's feelings once he has all his questions answered. Hashirama did say that he was going to free Sasuke. Just like with Naruto and the book, Sasuke is wanting to know what Itachi's feelings were and his choice might be based on that.
