Sasuke's whole Hokage thing is probably just to set up a scenario just so he and Naruto can have an actual reason to fight each other if he stays good.

Sasuke said so himself, he doesn't care what anyone thinks of him. He just wants to be Hokage to "change things" whether people like it or not.
