1 Kabuto is a bad guy but still achieved the Sage mode. Being a good guy is not required.

2 Sasuke already had the Cursed Seal (for which he was perfect by the way) so for him to gain the Hawk Sage mode would be continuing that power-up. Seeing as the Cursed Seal is essentially a copy of that power.

3 Sasuke's Hawk-summon. That was never explained, so it could be a start. It's probably nothing more than a convenient way for Sasuke to not fall to his death, but what if it was a sign that he became interested in Hawk Sage powers?

Every1 agrees with me that kishi takes lots of things from japanese mythology...right

he is much more likely to become a Hawk Sage....or a Phoenix.

Dragon in Japanese mythology's mortal enemy is the Phoenix or The Karura, which is a Bird Man. The Bird Man fights using Fierce heat and Breathes Fire from his mouth(AMATERUS). This does sound very much Like Saske an Uchiha using Amaterasu or another fire Jutsu.
In Japanese mythology at least there is The Dragon VS The Bird Man (Karura)
Interesting how we in the west can miss out on nuiances that are quite obvious to people in the east
