I would never put Oro in the same league as say Nagato, M adara or current Naruto

and just because he absorbed a half dead Oro who reated a huge opening doesn't make Sasuke stronger than oro (his techs now do though)

But he has a couple of heavy hitters whose goal it is to take over as in Tobi and Edo Madara (all according to plan with 1 hicchup)
