This isn't supposed to be a question but still Madara can use Tsukuyomi and if you haven't seen him doing it then my proof is he is planning the Red Moon Plan which needs Tsukuyomi to work by my predictions. Maybe he got Blaze Release at his start but after he got his brothers eyes he could control both Tsukuyomi and Amaterasu so maybe same will happen with Sasuke?? As mentioned he either got Blaze Control or Tsukuyomi. So Sasuke at the start received Blaze Release and now after transferring his brothers eyes to himself thanks to Tobi which we mistook him as Madara, maybe he will be able to use Tsukuyomi just like Madara??

blaze release has nothing to do with tsukuyomi, blaze release comes from have fire and lightning nature chakra, and the way he is able to manipulate his blaze release is with his mangekyou, but yes sasuke does have tsukuyomi because he needs it with Amaterasu in order to have susanoo.
Sasuke can also perform Tsukuyomi with his right eye, though his illusion is considered inferior to Itachi's Tsukuyomi since it does not alter the opponent's perception of time indicating he has yet to master it.(source:
OK he DOESN'T have Tsukuyomi, anyway Blaze Release = He can control the fire from Amaterasu, unlike Itachi, Itachi could only use it, he could not extinguish them or do certain things like Sasuke could, however Itachi's Tsukuyomi was Black & White with a Red Moon.Many people say you need both Tsukuyomi and Amaterasu to cast Susano'o.Sasuke used a very weak version, it just stopped B's movements. It is even hard to say it was Tsukuyomi. It says that if one could use both powers in his eyes he can use Perfect Susano'o which also includes Sword of Totsuka and Yata Mirror. So Sasuke mastered his left eye, mastering Blaze Release which included Amaterasu, and for his right eye he could cast an illusion that looked a little like Tsukuyomi. Logically if you look at it, you will notice Sasuke can control both eyes with MS so I don't get it why some people say he had Tsukuyomi. Now he transplanted his brothers eyes to himself. So Sasuke now has Blaze Release as his first master and since Itachi's eyes had Tsukuyomi as a master, why wouldn't he have Perfect Susano'o now ? And why wouldn't he be able to cast Tsukuyomi now ?? He just casted a simple illusion and what happened to Sasukes old eyes? Didn't they get transplanted to Itachi?
Databook said you need Tsukuyomi, and Amaterasu for Susano'o. Sasuke has Itachi eyes, so it's possible for his weak Tsukuyomi to be advanced now, since Itachi was a genjutsu master. Plus he said he could feel Itachi powers flowing through his body.

The first ability Sasuke has displayed using the Mangekyō was to induce paralysis into his victim and brainwash them to follow his orders. Sasuke's first named technique shown was Tsukuyomi, able to induce it on his victims without their knowing. However, Danzō denounced Sasuke's might with the technique, reiterating Itachi's ability to alter a victim's impression of space and time while under his Tsukuyomi. Despite this, Tobi noted that Sasuke's resourcefulness and precise timing in its use are able to somewhat make up for the illusion's lack of power.

Danzo himself states that Sasuke's Tsukuyomi is garbage compared to Itachi's.
