no one. not even naruto. surely he can't use shape manipulation in any technique but rasengan. and he needs bunshin to do that.
sasuke is the best at shape manipulation
Naruto is better he is able to shape chakra and different elements at the highest level of shape manipulation (rasengan). Sasuke can't do that. On top of that Naruto is able to add the shape of a shuriken to the rasengan. He can create other shapes to like the chakra claw.
Some people try to down play Naruto skills by saying he needs to use the shadow clone or charka claw, but in fact it makes Naruto look more impressive.
Shadow clones don't add any new ability or skills to Naruto. Shadow clones can only do what the original can do. That means if Naruto couldn't perform the steps need to create the rasengan then he wouldn't be able to create it with a shadow clone. The reason that's impressive is because Naruto and his clones must be in perfect sync with each other to create the rasengan. Nobody else has done that in the manga.
Rasengan Step are:
1 - mold chakra
2 - release chakra
3 - spin chakra in all directions into the shape of a sphere
4 - maintain the shape
Naruto using the chakra claw to create rasengans doesn't make any since because he is multiply his workload. Think about it. Naruto has mold chakra, release chakra, and then shape into a claw and maintain that shape. He then has to control his chakra claw to have it perform one of the rasengan steps. It would be easier to create the justu with one hand without the chakra claw.
The reason Naruto had problems with his chakra control was because of the way the 4th hokage sealed the 9 tails inside Naruto. The 9 tails seal is a high level seal that was designed to allow some of the 9 tails chakra to leak out through the seal and combine with Naruto. Literally there's a seal within a seal. That's reason the seal is made of 2 seals. 1 seal was used to seal the 9 tails inside Naruto and the other seal (cage) keeps the 9 tail restrained. That process made it harder for Naruto to control his own chakra. I have always wonder how much harder does Naruto have to work to control his chakra.
Every since Naruto lost the 9 tails his chakra control skill are no longer being held back. Madara had to break the seal to extract the 9 tails from Naruto. Yes, he was given the other half the 9 tails, but Obito did not use some high level complex seal that's affected Naruto's ability to control chakra. The results is a Naruto who is finally able to use 100% of his chakra control skills. That's the reason Naruto can now easily create one hand element rasengans.
PS: SM, KM, RM and all of his modes don't improve his ability/skill to use or control chakra. Those modes are the result of Naruto's ability/skill to control chakra.

I wonder how skilled Sasuke would be if he had a tail beast holding him back and making it harder to control his chakra. Let me know when Sasuke can shape chakra or an element at the highest level of shape manipulation.

Naruto doesn't use a lot of different shapes for his shape manipulation jutsu, but that's because he has the rasengan. If he can shape chakra/element at the highest level of shape manipulation than he can shape chakra/element at an other level since they all fall below that level. It also has to do with the strength of the jutsu. We were told shaping an element increases the strength of that element jutsu. So by having Naruto shape these elements at the high level of shape manipulation it's increasing the strength of those elements to the high possible level and shows off Naruto's skills at the same time since he can shape non-affinity elements at the highest level.
