Sasuke wasn't the first one to discover the mechanics of Kirin.....

If you remember, Raiga was summoning ACTUAL lightning for his attacks, and he didnt need fire jutsu to bring about storm clouds...

So Raiga was actually the first one to use "Kirin" despite it not being in fancy dragon form
