it's not solely about you're limitations it's how you're able to deal with those limitations against one who isn't quite as limited, hence the kaguya statement, she had more chakra than Naruto and sasuke and godly techs while sasuke and Naruto were limited on what they could use to fight her yet they made use of these limitations as I said before and they managed to seal her, through collaboration.
