Before the fight at V.O.T.E he seems less powerful and even feels like he is because of what happened against Gaara, yet he wins.
When Naruto gets SM we have BZ say he could win and Naruto's fight with Pain, yet Naruto is then shown to say that he needs Kurama to stand a chance.
During the war arc, everyone made fun of people who said Sasuke was going to meet the sage, yet he met him.
As well, everyone thought that Naruto was going to be the next Rikudou Senin and Sasuke was going to have no part in the prophecy, yet he was one to help save everyone.
No one thought Sasuke would awaken PS, yet he did.
No one thought Sasuke was comparable to Naruto in power, yet he fought along side Naruto, proving to be close in power.
Everyone thought Naruto was far ahead of Sasuke and that he would stomp Sasuke, he was even given better feats against Kaguya, yet it ended up in a tie at V.O.T.E 2.
So as you can see, Sasuke has always been the one people doubt, both in the manga and out of it. He has been the true underdog for the majority of Shippuden, proving people wrong. Even now people underestimate him.
