I think the reason that Sasuke was displeased is because the army was *****ing out and daring to consider Obito's request to take the easy way out. Sasuke doesn't want everything that Itachi worked for to become nothing, and the army was going to allow it to happen because they were being a bunch of pansies too scared to face pain. Sasuke on the other hand is more than happy to die or even kill people important to him if it'll achieve his goal.
